Chapter 3 - THE STATE’S LEVERAGE

While Maya rested under the quiet care of a night nurse, I stepped out into the hallway and pulled my phone from my pocket. It was 2:15 AM.

I dialed a direct, encrypted extension that most civilians never got to use.

“Vance,” a crisp, professional voice answered on the second ring.

“Agent Miller, it’s Claire,” I said, keeping my voice steady. “I’m calling out of district, jurisdiction of Mercer County. I need an immediate emergency protective custody order and a financial freeze warrant executed on an individual named Daniel Evans.”

Marcus Miller, the regional supervisor for the Medicaid Fraud and Vulnerable Adults Unit, let out a slow whistle on the other end of the line. “Mercer County? That’s local sheriff territory, Claire. What’s the predicate?”

“Aggravated battery of a vulnerable adult, domestic abuse resulting in severe physical trauma, and systemic financial exploitation of a disabled dependent,” I recited, every word sharp as glass. “The victim is my sister. The perpetrator is her legal guardian’s live-in partner.”

A heavy silence hung on the line for three seconds. When Marcus spoke again, all trace of casual banter was gone.

“Do we have documentation?”

“I have medical records from St. Jude’s Emergency Room confirming a shattered nasal bone and blunt force trauma to the cranium,” I replied, staring out the window at the empty hospital parking lot. “More importantly, for the past six months, I’ve been quietly tracking discrepancies in my mother’s household trust accounts. Daniel has been siphoning disability allowances and Medicaid supplement funds meant for Maya’s physical therapy into private shell accounts under his own construction business.”

Marcus’s tone sharpened instantly. “Stealing from a vulnerable adult’s medical trust? That’s a Class B federal felony. Where are you right now?”

“At the hospital,” I said. “I’m heading back to the house at sunrise with county deputies. I want Daniel in handcuffs before breakfast, and I want my mother’s house secured under an emergency asset preservation lien.”

“Consider it done,” Marcus said. “I’ll wake up Judge Sterling and have the warrants signed by 5:00 AM. I’m dispatching two state troopers to meet you at the county line. Do not engage alone, Claire.”

“I’m an investigator, Marcus,” I whispered. “I don't engage alone. I hunt.”
