Chapter 5 - The War Council

The Harbor Club was an old, heavy-timbered building situated on a private pier jutting out into Briarport Bay. For over fifty years, it had served as neutral ground for the major organized crime families of the region. No weapons were permitted inside, and any violation of the club's peace was met with immediate, unified execution by all participating families.

At eleven o'clock that night, Roman Calder walked through the heavy double doors of the club's private boardroom. He was accompanied only by Marcus and Daniel Pike, who remained near the entrance while Roman walked toward the large oval conference table in the center of the room.

Seated around the table were the heads of the four other major syndicates that controlled the state's illicit commerce, construction unions, and waterfronts.

At the far head of the table sat Martin Hart.

Martin was a broad-shouldered man in his late fifties, with silver hair, cold grey eyes, and a face carved from years of ruthless competition. Beside him sat Evelyn, wearing a black designer dress, her eyes glowing with triumphant malice as Roman entered.

"Roman," said Don Carmine, the oldest boss present, leaning forward on his cane. "Sit. We are here to settle a dispute that threatens to destroy the profitability of every district in this state."

Roman remained standing, his gaze locked onto Martin Hart. "I am standing. Let's make this quick."

Martin slammed his heavy palm onto the table. "You dishonored my family, Calder! You broke a sacred engagement six weeks before the wedding! You humiliated my daughter in front of your servants and threw her off your property like a dog!"

"Your daughter abused her presence in my home," Roman replied coolly. "She targeted defenseless employees, fabricated claims to steal their wages, and inflicted physical and emotional cruelty under my roof. She violated the basic laws of hospitality."

Evelyn jumped to her feet. "He's lying! He turned against me because of a pathetic, scheming maid who seduced him! He chose a servant over the Hart family!"

The bosses around the table murmured among themselves, looking at Roman with skepticism. In their world, social standing and strategic alliances were paramount. To break a historic union over a household staff member was seen as an act of reckless foolishness.

"Is this true, Roman?" Don Carmine asked gravely. "Did you throw away the peace between our territories over a housekeeper?"

Roman slowly reached inside his coat pocket. Martin's bodyguards instinctively shifted, but Roman merely pulled out a high-capacity USB flash drive and tossed it onto the center of the polished wood table.

"On that drive," Roman said, his voice echoing with absolute authority, "are eighty-four hours of high-definition security footage from inside my estate over the past four months."

He looked directly at Martin Hart.

"It shows your daughter deliberately destroying property to frame staff members. It shows her pouring wine onto carpets and forcing a mother to scrub it on her hands and knees for hours. It shows her stepping on the hands of a working woman, threatening to throw a three-year-old child out onto the street, and bragging that the Hart family owned the Calder estate."

The room went completely quiet.

"In my territory," Roman continued, "a partner who acts with unprovoked malice and sadism inside my home is not a partner. She is an enemy. I offered your family peace through marriage, Martin. But your daughter proved that the Hart family lacks the discipline, honor, and basic restraint required to share power with the Calders."

Martin’s face turned deep red with anger, but he looked at the USB drive on the table, knowing that if the contents were broadcast to the other families, his daughter’s foolishness would make his family look weak and undisciplined.

"This is absurd!" Evelyn shrieked, looking at her father. "Dad, tell them! Tell them we're going to destroy him!"

"Silence, Evelyn!" Martin snapped, his voice sharp as a whip.

Evelyn blinked, shocked by her father's tone, and slowly sank back into her chair, her face burning with humiliation.

Martin leaned forward, resting his elbows on the table. "Even if my daughter was... overly firm with your staff, Roman, that is an internal household matter. It does not give you the right to sever our business treaties, blockade my trucks, and leak our tax documents to the federal authorities."

"You started the blockades the moment she left my driveway, Martin," Roman fired back. "You thought you could intimidate me into taking her back or forcing me into a surrender. You forgot who built the docks you operate on."

Don Carmine raised his hand, cutting off the escalating argument. "Enough."

The senior boss looked around the table at the other syndicate heads. They all gave subtle nods of agreement. The narrative had shifted. What Martin had presented as an unprovoked betrayal by Roman was now clearly revealed as a mess created by his daughter’s uncontrolled arrogance.

"The engagement is dead," Don Carmine ruled firmly. "Roman Calder was within his rights to defend the sovereignty of his household. However, a war between the Calders and the Harts will bring federal law enforcement down on all our heads. We will not allow it."

Martin gritted his teeth. "What are you proposing, Carmine?"

"A partition," Carmine said. "The Hart family will surrender control of the western shipping docks to the Calders. The Calders will release the blockades on the southern trucking routes. You will draw a hard boundary line at the river. Neither family's men will cross it. If anyone breaks this peace, the other four families will combine forces to eliminate them. Is that understood?"

Martin stared at Roman with pure hatred, but he knew he was trapped. The other bosses would not support a war fought over Evelyn's spoiled cruelty.

"Understood," Martin growled bitterly.

Roman inclined his head slightly. "Agreed."

Without another word, Roman turned and walked out of the boardroom, flanked by Marcus and Daniel.

As they walked down the long wooden pier toward their awaiting armored SUVs, Marcus let out a long breath of relief. "Well, that went better than I expected. We got the western docks without firing a single shot."

"It's not over," Roman said quietly, pulling his coat tight against the cold ocean breeze.

"What do you mean?" Marcus asked, looking back at the Harbor Club. "Martin signed off on the partition. Carmine will enforce it."

"Martin is a proud man," Roman said, stepping into the back seat of the vehicle. "And Evelyn is a vengeful woman. They won't fight us in the open now. They will look for a weak point."

Roman closed his eyes, a sudden knot of anxiety tightening in his stomach as his thoughts instantly flew back to the estate—and to Rachel and Lily.

"Daniel," Roman called out to his head of security. "Call the gate. Tell them to lock down the east wing immediately."
