Chapter 4 - The Counter-Strike

Over the next three weeks, life took on a dual rhythm.

By day, I was the devoted mother Eli needed. We went to the park, ate ice cream on the porch, built elaborate fortresses out of couch cushions, and read storybooks before bed. I made sure Eli felt entirely safe, wrapped in an impenetrable bubble of warmth and stability.

By night, after Eli went to sleep, my dining room table transformed into a war room.

With the help of Marcus and a trusted network of military legal contacts, I began digging deep into Apex Dynamics. If Richard Vance wanted to use his wealth as a weapon against my family, I would make sure that weapon was taken away from him.

What I uncovered went far beyond local corruption.

Apex Dynamics had been submitting inflated invoices for ship repair contracts at the Norfolk Naval Shipyard for over three years. More importantly, Richard Vance had been using shell companies—including Apex Holdings LLC, the same company that paid off my sister—to funnel kickbacks to civilian procurement officers within the Department of the Navy.

He wasn't just a bitter grandfather trying to take his grandson. He was a corporate predator who believed he was above the law.

On a rainy Tuesday morning, I sat in the office of Captain James Miller, the Senior Staff Judge Advocate for Naval Region Mid-Atlantic.

Captain Miller looked over the thick dossier I had placed on his desk. His expression grew darker with every page he turned.

"Commander Bennett," Miller said, looking up from the documents. "This is a massive investigation. If these allegations against Apex Dynamics are true, we're looking at a major federal procurement fraud case involving tens of millions of dollars."

"They are true, sir," I said, sitting straight in my uniform. "The bank records in Section 4 show a direct paper trail from Apex Holdings to three civilian contracting officials at the Norfolk yard. I obtained these through public corporate registry filings and cross-referenced them with federal ethics disclosures."

"And what is your personal connection to this, Rachel?" Miller asked, his eyes sharp. "I know Richard Vance was your father-in-law."

"Richard Vance attempted to use funds from that very same illegal account to bribe my sister into filing false child abuse charges against me," I said without hesitation. "He tried to destroy my child's life to fulfill his own possessive desires. But I am not presenting this case out of personal vengeance, Captain. I am presenting it because he is defrauding the United States Navy."

Captain Miller studied me for a long moment. Then he picked up his desk phone.

"Get me the Special Agent in Charge at the NCIS Economic Crimes Field Office," Miller ordered into the receiver. "We have a major briefing."

While the military apparatus began turning its heavy gears against Richard Vance, the criminal case against my sister moved forward with terrifying speed.

Faced with undeniable metadata evidence and bank records, the Commonwealth's Attorney charged Monica Bennett with felony perjury, filing a false report of child abuse, and conspiracy.

Three days before her preliminary hearing, Monica called my office line at the base. Protocol required all incoming calls to be recorded.

"Rachel... please," she sobbed into the phone. Her voice sounded thin, broken, and terrified. "The prosecutor is talking about five years in prison! They're going to take my house! Richard won't answer my calls! His lawyers told me they don't know who I am!"

"He used you, Monica," I said, my voice steady, though a sad ache touched my heart. She was my sister, after all; we had grown up in the same house, shared the same childhood bedroom. "I warned you that he didn't care about you. You were disposable to him."

"Please tell the prosecutor you don't want to press charges!" she begged. "I'll do anything! I'll tell them everything Richard did! I'll testify against him!"

"You will testify against him, Monica," I said quietly. "Not to save yourself from consequences, but because it is the only decent thing you have left to do. Tell the truth to the District Attorney. That is the only path you have forward."

I hung up the phone and leaned back in my chair.

The trap was closing around Richard Vance from two sides. The state was coming for his co-conspirators, and the federal government was coming for his company.
