Chapter 4 - The Boardroom and the Blade

The news of Stellan’s visit to the East Oakland flatlands spread through the syndicate like wildfire.
By Wednesday afternoon, rumor had reached the ears of Lucian Voss that his older brother—the feared head of the Voss family—was wandering through poor residential streets alone, buying shoes for a beggar's child and threatening loan sharks over three-hundred-dollar debts.
To Lucian, this was the ultimate proof that Stellan had finally lost his sanity.
At four o'clock that afternoon, a emergency meeting of the syndicate’s executive board was convened in the private conference room of the Grand Regency Hotel in downtown Oakland.
The room was vast, lined with polished mahogany panels, dark leather chairs, and high glass windows overlooking the city skyline. Sitting around the long table were eight district captains—men who controlled the gambling, extortion, dock transport, and enforcement networks across the Bay Area.
At the head of the table sat Lucian Voss.
Lucian was thirty-two, younger, broader, with a sharp, arrogant face, dark eyes filled with wild ambition, and a silver ring on every finger. Standing behind his chair were three heavy enforcers carrying concealed weapons under their jackets.
"He's finished!" Lucian shouted, slamming his heavy fist onto the mahogany table, making the crystal water glasses rattle. "He's spending his afternoons playing guardian angel to street trash while the Los Reyes cartel moves three shipments of fentanyl into our southern docks! He hasn't touched business in two years! He's weak, he's broken, and he's going to get us all killed or put in federal prison!"
The captains murmured among themselves, exchanging uneasy, conflicted glances. Some of them had served Stellan for a decade and remembered the terrifying, ruthless leader he had been before Grace's death; others were younger, greedy, and eager for the larger profit margins Lucian was promising.
"Stellan built this network, Lucian," an older captain named Dominic remarked cautiously. "We don't remove a Voss without a formal vote."
"Then we vote today!" Lucian declared, standing up and leaning over the table, his eyes scanning the room like a hawk. "Who stands with me? Who wants a leader who actually fights for this family, and who wants to follow a ghost into the grave?!"
Four of the younger captains slowly raised their hands. Dominic and two others hesitated, looking at the heavy oak doors at the back of the room.
Before the remaining hands could move, the heavy oak doors exploded inward with a deafening CRACK.
The brass latches shattered into metal fragments that bounced across the carpet.
Stellan Voss walked into the boardroom.
He was dressed in a dark three-piece charcoal suit, his coat open, his posture erect, his silver hair glinting under the chandelier light. Walking two paces behind him was Marcus Vance, holding a black leather briefcase.
The air in the room instantly vanished.
Every captain stood up instinctively, their bodies stiffening, their faces turning pale as they looked at the man who had ruled them with an iron fist for twelve years.
Stellan didn't look at the captains. His dark, cold eyes locked directly onto Lucian’s face.
He walked down the length of the long table with slow, measured steps, his leather shoes silent against the thick oriental rug. He stopped at the head of the table, two feet from his younger brother.
"You're holding a meeting in my house, Lucian," Stellan said, his voice dropping into a low, terrifying rumble that carried the weight of absolute power. "And you didn't extend an invitation to the head of the family."
Lucian tried to hold his posture, but a subtle tremor visible in his jaw betrayed his sudden terror. He gestured sharply to his three enforcers standing behind him. "Take him out! He's alone!"
The three enforcers reached inside their jackets.
Stellan didn't even look at them.
Marcus set the black briefcase on the table, opened the latches with two crisp clicks, and pulled out a suppressed 9mm automatic pistol. In a single, fluid movement that took less than one second, Marcus fired three shots.
Thwip. Thwip. Thwip.
The three enforcers collapsed onto the floor behind Lucian, their weapons skittering across the carpet, their bodies motionless.
The remaining district captains let out collective gasps, backing away from the table, their hands raised in immediate, absolute surrender.
Lucian’s face went completely gray. His breath came in fast, shallow hitches as he backed up until his chair hit the window frame.
Stellan stepped around the table. He reached out, grabbed Lucian by his silk tie, and dragged him forward until their faces were inches apart.
"You thought I was weak because I mourned my daughter?" Stellan whispered, his dark eyes burning with an ancient, lethal fire that made Lucian’s knees buckle. "You thought because I stayed quiet, I forgot how to bleed this city?"
"Stellan... please..." Lucian choked out, his arrogance completely shattered, tears of sheer terror welling in his eyes. "Brother... please... I was just trying to protect the business—"
"You are not my brother anymore," Stellan said softly.
He shoved Lucian backward into the high leather chair. Stellan looked at Marcus.
"Strip him of his territory, his accounts, and his weapons," Stellan ordered, turning his back on Lucian and looking out at the eight terrified district captains. "If he is seen within fifty miles of Oakland after six o'clock tonight, execute him."
"Yes, Mr. Voss," Marcus replied smoothly.
Stellan looked around the room, meeting the eyes of every single captain. None of them dared to make eye contact; they bowed their heads in absolute, terrifying deference.

"The Voss family is back under my direct command," Stellan announced, his voice echoing off the high mahogany panels. "The distribution routes to Rotterdam are open. The Los Reyes cartel will be cleared out of South Oakland by Friday morning. And if any of you ever question my authority again, you will join the men on the floor."
Without waiting for a response, Stellan turned and walked out of the boardroom, his dark coat billowing behind him like the wings of a vengeful angel.
