Chapter 5 - The Financial Interception

By 3:45 a.m., the command center of the State Financial Crimes Unit in downtown Albany was fully illuminated by the cold blue glare of sixty individual server monitors. Marcus Vance stood in the center of the room, his phone pressed to his ear, his eyes tracking the moving red lines of a global asset freeze order across the main display array.
Across from him, two federal forensic analysts from the Internal Revenue Service were executing a localized packet injection into the international banking routing nodes in Zurich and Grand Cayman.
"Arthur Vance just attempted to initiate a wire transfer of nine million dollars from a minor-proxy account named Lily_B_2018," the lead analyst called out, his fingers hitting the mechanical keyboard with a violent speed. "The request originated from his private terminal at his Manhattan penthouse. He’s trying to clear the ledger before the hospital updates the official state mortality registry."
"Block the transit," Marcus commanded, his voice dark and flat. "Inject the cryptographic freeze code we extracted from the child's scrap paper. Redirect the funds to the federal asset seizure escrow vault."
The analyst smiled, a cold, geometric expression of victory appearing on his face. "The transaction is dead, sir. The system has locked his primary corporate credentials. He’s currently locked out of his own capital structure. He has exactly zero liquidity as of thirty seconds ago."
At the same moment, forty miles north in the affluent horse country of Dutchess County, New York, six black tactical utility vehicles from the State Police Special Operations Group pulled into the long, unlit driveway of the Vance country estate. The vehicles moved without headlights, their tires crunching softly on the wet gravel as they formed a tight, impenetrable perimeter around the historic stone carriage house.
The front doors of the structure were breached with a synchronized hydraulic charge, the heavy oak panels splitting with a sharp, explosive crack that woke the sleeping birds in the pine trees above.
Within four minutes, the tactical team had cleared the upper floors. Three small children—two boys and a girl, all between the ages of six and nine, wearing matching gray institutional sweatpants and showing the same telltale signs of long-term nutritional restriction—were carried out into the warm, secure interiors of the police medical units.

The field commander’s voice came through Marcus’s headset, clear and steady over the encrypted radio channel. "Target Echo secured, Vance. We have the three assets. They are stable, uninjured, and are currently being routed to the pediatric medical annex under full military police protection. The perimeter is clear."
Marcus let out a long, ragged breath, his eyes closing for a brief second as he leaned against the metal frame of the command console. "Copy that, Commander. Now let’s go pick up the parents."
